Are there differences between nearshore versus offshore outsourcing?

The advantages of outsourcing software development to low cost countries are noticed by the market. But is there a difference between outsourcing software development to an offshore (far distance) country (outsourcing to far distance countries) then to a nearshore (relatively close) country?

According to some definitions is offshore a ‘business activity that is complex and risky because it involves working with a foreign, distant organization’ (www.wikipedia.org). In contrast to nearshore that is ‘understood to mean the business has reduced complexity and risk’. It is clear that in general the risk and complexity are greater between Western Europe countries and an offshore country like India due to geographical, political, historical and cultural differences than between a nearshore country like Serbia. This all comes down to communication between the business partners and especially the level of understanding of each other’s written, verbal and non-verbal communication.

In common practice you see that outsourcing software development to offshore countries requires quite heavily formal governance and management processes to mitigate the communication complexity and risk. Often the outsourcing party has setup, even for relative smaller software development projects, a significant team to manage, control and communicate with the offshore partner.

On the other side of the spectrum you see that outsourcing software development to nearshore countries requires much less stringent governance and management processes due to fact that communication is less complex and risky. Beside less governance and management, the physical distance between Western Europe and a nearshore country is closer and therefore easier to travel in case communication problems requires attention.

Therefore, the differences between nearshore and offshore outsourcing of software development are significant, mainly to mitigate complexity and risk of poor communication. Nearshore is, although slightly more expensive, a better choise for outsourcing of software development.

U beschrijft dat outsourcing naar nearshore gebieden minder nauwgezet bestuur en management processen vergt. Dit lijkt zo op het eerste gezicht een aannemelijk standpunt omdat u ook aangeeft dat communicatie op een kortere afstand minder complex en riskant zou moeten zijn. Maar is dit wel echt zo? Spelen er naast afstand niet nog veel belangrijkere redenen die zorgen voor een succesvolle samenwerking tussen bedrijven uit verschillende landen. Is het zakendoen met een software ontwikkeling bureau uit Polen per definitie beter te doen dan met een zelfde bureau uit India? Het blijft heel erg moeilijk om te bepalen hoe zwaar de verschillende factoren wegen die meespelen in een geslaagde outsource project.

Omdat het zo moeilijk blijkt te zijn de zwaarte van de factoren die een rol spelen bij outsourcing te bepalen (berekenen) zullen bedrijven uiteindelijk vooral kijken naar de verschillen in productiekosten. In de praktijk zijn de daadwerkelijke kosten die zich bij een transactie voordoen moeilijk te berekenen. De productiekosten zijn dit wel en bepalen daarom uiteindelijk de outsource locatie. De populariteit van offshore outsourcing naar India bevestigt deze gedachte.

Naast de kortere afstand kan er daarom beter gekeken worden naar het gebied waar de vorm van outsourcing plaatsvindt. Door de goede infrastructuur zijn de transportkosten naar de Oost Europese gebieden er gunstig. Verder zorgt de hoge kwaliteit van Oost Europa universiteiten voor een hoog niveau van (jonge) software ontwikkelaars.

Persoonlijk vind ik de discussie over welk gebied geschikter is voor outsourcing een lege discussie omdat het in alle gevallen om aannames gaat. De kortere afstand van nearshoring zal in veel gevallen niet zorgen voor beter contact omdat Polen ook niet om de hoek is. Culturele verschillen zijn er in het algemeen tussen Europa en Aziƫ maar op zakelijk niveau is Aziƫ zo ervaren dat deze verschillen op dat vlak miniem worden. Uiteindelijk gaat het om de relatie die een bedrijf heeft met het andere bedrijf. Wanneer deze niet goed gemanaged wordt of door persoonlijke kwesties niet optimaal is maakt het weinig verschil of je outsource partner in India zit of dat het je buurman is.

Je zou kunnen zeggen dat de populariteit van nearshoring te danken is aan de algehele trend bij bedrijven om te kiezen voor outsourcing. Er is simpelweg een nieuwe locatie ontstaan voor de uitbesteding van producten of diensten naar lage lonen landen. Deze toename van outsourcing kan verklaard worden door de kwalitatieve stijging van de technologie, wat het makkelijker maakt voor bedrijven om hun producten of diensten uit te besteden aan lage lonen landen.

Nearshoring Vs Offshoring zal uiteindelijk in een gelijkspel eindigen.
